Introduction
FIEP brings together national gendarmeries and police forces with military status that share comparable institutional characteristics, operational responsibilities and public security missions.
Becoming a member of the Association is a progressive process. It allows FIEP and the candidate force to assess whether they share structural similarities, institutional affinity and common interests in the fields of police cooperation, public security, service organization, training, new technologies, logistics and international affairs.
The admission process is conducted in accordance with the Association’s procedures, current international agreements and the national regulations of each country.
Who Can Apply?
The Association is intended for national gendarmeries, police forces with military status or affiliated corps that share the institutional model represented by FIEP.
A candidate force should therefore be an institution with a military status or comparable structure, while performing police, public security, law enforcement or internal security missions within its national legal framework.
The purpose of the process is not only to consider formal membership, but also to verify whether the candidate force shares the institutional nature, values and operational profile of the forces already represented within FIEP.
Step 1: Official Request
The admission process begins when the Commander of the interested force submits an official request to the FIEP Presidency.
This request expresses the candidate force’s interest in joining the Association and opens the formal process of evaluation and dialogue with FIEP.
The request is the first institutional step and must come from the command level of the interested force.
Step 2: Presentation of the Candidate Force
After the official request, representatives of the candidate force are invited to present their institution during one of the FIEP Commissions.
This presentation allows the candidate force to explain its status, legal framework, organization, missions, responsibilities and areas of expertise.
It also gives the members of the Association the opportunity to better understand the candidate force’s institutional profile and its possible contribution to FIEP’s work.
Step 3: Fact-Finding Mission
Following the presentation, an evaluation team composed of representatives from several FIEP member forces conducts a fact-finding mission within the candidate force.
The purpose of this mission is to gather direct knowledge of the institution, its organization, its missions and its operational environment.
This stage is essential because it allows FIEP to assess the structural similarities and institutional affinity between the candidate force and the Association’s member forces.
Step 4: Recommendation
After the fact-finding mission, the evaluation team prepares a recommendation on the opportunity to welcome the candidate force into the Association.
This recommendation is based on the information collected during the process, including the presentation of the force, the evaluation mission and the institutional compatibility observed by the team.
The recommendation is then submitted for consideration within the Association’s decision-making framework.
Step 5: Observer Status
If the Senior Council agrees on the admission of the candidate force, the institution is granted Observer status.
Observer status is granted for a minimum period of one year. During this period, FIEP and the candidate force continue to assess their institutional compatibility, structural similarities and capacity for cooperation.
This stage allows the observer force to become more familiar with the Association’s work, participate in its activities and strengthen its relationship with the member forces.
Step 6: Full Membership
After the observer period, and upon decision of the Senior Council, the observer force may become a full member of FIEP.
Full membership confirms the integration of the force into the Association and its participation in FIEP’s cooperation framework, technical commissions and institutional activities.
As a full member, the force contributes to the exchange of experience, the development of common reflections and the strengthening of cooperation among gendarmeries and police forces with military status.
Observer Status and Full Membership
Observer status is an important stage in the admission process. It allows both FIEP and the candidate force to develop a closer institutional relationship before full membership is granted.
During this period, the observer force may participate in the Association’s work and progressively integrate into its cooperation network.
Full membership, on the other hand, represents the complete incorporation of the force into FIEP. It confirms that the institution shares the Association’s common model, contributes to its objectives and participates fully in its activities.
