After three previous committees on human resources, international affairs and new artificial intelligence (AI) technologies, the fourth and final committee of the French presidency of the FIEP focused on the aspect of the organization of the service. From June 30 to July 3, 2025, in Bucharest, 17 delegations met to address on the one hand the management of the current affairs of the association through the meeting of national contact points and, on the other hand, the exchange of experiences and good practices in the field of service organization applied to the theme of the presidency «Impacts and challenges of artificial intelligence for gendarmerie-type forces».
During the three days, discussions focused on the development of key objectives, such as tools to better understand an increasingly digital and constantly evolving threat, such as predictive analysis, improving the efficiency of surveys through faster and more accurate processing of data, strengthening operational capabilities through predictive maintenance, improving interactions with citizens through information and assistance tools, and the possibility of offering better support to victims through procedural assistance tools.
The commission also allowed discussions on methods to be implemented to better support the digital transformation made possible by AI and, ultimately, manage the risks associated with its use.



At the instigation of General Patrick Perrot, assisted by Ysens from France, the French presidency of FIEP launched, at the beginning of its mandate, the initiative for an ethical charter adapted to AI for gendarmerie-type forces. This commission was therefore an opportunity to rework this charter structured around key principles: beneficence, non-maleficence, autonomy, justice and equity. These principles should serve as core values in the responsible development and deployment of AI systems in public security services. In case of validation by all FIEP members, the charter will be signed by all directors and general commanders during the Paris Summit which will take place from 20 to 23 October 2025.
This fourth commission marks the end of the cycle of the French presidency of the FIEP which will officially end at the Paris Summit. On this occasion, a global assessment of the year will be drawn up, then the French gendarmerie will hand over the torch to Argentina for a new presidency and a new theme for reflection.
